The Navori Brotherhood is a militant resistance movement in Ionia, headquartered in Navori Province and formed during the Noxian invasion to drive the empire out of the First Lands by any means. Where the Shojin monks and the Kinkou sought a return to isolationist pacifism after the war, the Brotherhood is one of the radicalized factions demanding a militarization of the land's magic to forge a single unified nation that can take vengeance on Noxus. Its fighters embrace guerrilla warfare and a ruthlessness the older warrior traditions would never sanction. Their warparties move through the countryside in lightweight armor and blades, faces hidden behind masks and hoods the color of dark iron, some marked with tiger tattoos. They strike Noxian outposts and hunt survivors of the war across the archipelago, vowing to cleanse their homeland of the xiir, the invaders they blame for breaking the balance between the material and spirit realms. To fill their ranks they raid village to village, seizing the young and able and forcing down any who object, and they ransom suspected outsiders, as the journalist Eduard Santangelo learned when they took him for a Piltovan spy. The Brotherhood will weaponize forbidden magic to win. In the campaign chronicled in Sisterhood of War, one warparty poisoned the ground and raised the unquiet dead through a singer's necromancy, and elsewhere their meddling let dark forces twist the land's spirits into hostile things. The Order of Shadow, whose warriors bear black tattoos, is closely tied to the Brotherhood and was once part of it, having seized temples such as Kouln and spared the monks only to harvest foul shadow magic in peace. Loosely allied with Zed's Order and counting the vengeful Irelia among its own, the Navori Brotherhood remains active, its war against Noxus and the ruling Trifarix unfinished in Ionia's uneasy peace.
