Piltover Council

The Piltover Council is the governing body of Piltover, the City of Progress, composed of representatives drawn from the region's most influential merchant clans and industrialist families. Powerful houses such as the Ferros, Kiramman, and Medarda families hold considerable sway over its chambers, and its rulings shape trade, innovation policy, and Piltover's fraught relationship with the undercity of Zaun below. Its decisions often reflect the interests of wealth and power over the common citizenry, and its inner workings are marked by constant political maneuvering. The Council governs in close concert with the Piltover Academy, where much of the city's hextech research is carried out. Professor Cecil B. Heimerdinger, who oversaw the Academy, numbers among its notable members, alongside the inventor Jayce Talis, the sheriff Caitlyn, and the operative Camille. Its authority over hextech is closely guarded: when a later chronicler sought records of Viktor's employment at the Academy, both the Council and its faculties claimed the documents had been lost. Mel Medarda, sent to Piltover as a political exile after her mother Ambessa judged her mercy to be weakness, rose to become a masterful politician within the Council chamber. The Council's defining catastrophe unfolded during a vote to make peace with Zaun. Jinx's rocket slammed into the chamber mid-session, killing councilors and shattering any hope of reconciliation between the twin cities. Viktor was among those critically injured in the blast, saved only by his old friend Jayce Talis, while the bombing awakened Mel's latent power as a mage. In the aftermath, Piltover demanded retribution and moved toward open war with Zaun, dispatching a strike team into the undercity to hunt Jinx, dismantle the shimmer trade, and neutralize agents still loyal to Silco, while General Ambessa Medarda's Noxian garrison enforced martial law over the city. The Council remains the seat of Piltover's power, still divided between the ambitions of its ruling clans and its unresolved conflict with the chem-barons of Zaun.
