The Frostguard Citadel

The Frostguard Citadel is the imposing stronghold of the Frostguard tribe, raised in the far north of the Freljord under the rule of the ancient Ice Witch Lissandra. It stands over the sealed entrance to the Howling Abyss, and beneath its foundations lies the prison of the Watchers, the cold and alien powers that once threatened to consume all of Runeterra. To the tribes it appears a fortress keeping eternal vigil for the good of the Freljord. In truth its deepest purpose is to keep the truth of the Watchers buried and forgotten. Lissandra rules the citadel as both stronghold and seat of judgment. In its deepest halls she spends most of her waking hours in a grand, vaulted audience chamber, delivering her chilling sermons, hearing the reports of her priests, and passing sentence on any among the tribes she deems a heretic. The faith she enforces is built on deception, and the citadel is the instrument through which she has maintained it for thousands of years. The Frostguard guard their secrets as closely as their walls. Within the vast libraries of the citadel only a single written account of the forbidden legend of the frozen Watchers survives, set down long ago by Lissandra's most trusted scribe. By her decree, to speak that legend aloud or pass it on is heresy against the true faith and carries the penalty of death. So the Frostguard maintain their watch over the sealed abyss, most of them never knowing the full truth of what their citadel was built to contain.
